The SUAP (One-Stop Shop for Productive Activities) is designated as the sole public body of territorial reference for all procedures relating to the exercise of productive activities and the provision of services.

The SUAP (One-Stop Shop for Productive Activities) is designated as the sole public body with territorial jurisdiction for all procedures involving the operation of productive activities and the provision of services, as well as those relating to the localization, construction, transformation, restructuring, or reconversion, expansion, relocation, cessation, or reactivation of such activities. SUAP procedures, pursuant to Article 2 of Presidential Decree No. 160 of September 7, 2010, "Regulation for the simplification and reorganization of the legislation on the One-Stop Shop for Productive Activities," must be submitted exclusively electronically. The SUAP's responsibilities include:
  • Front-office for issuing permits through the One-Stop Shop for Productive Activities. Coordination with external agencies and competent municipal offices;
  • Relationship with trade associations in the industrial, commercial and artisan sectors;
  • Proceedings related to the management of local businesses, medium- and large-scale food and non-food establishments; wholesale food and non-food trade; special forms of sales (e.g., in-store outlets, vending machines, mail order or other communication systems, direct sales to consumers' homes or through contracts negotiated outside of business premises);
  • Proceedings related to the management of food and beverage outlets in public and private areas, at consumers' homes, within facilities, and in private clubs/associations;
  • Proceedings related to the activities of: amusement arcades, garages, fuel distribution plants, auto repair shops; hairdressers and beauticians; tattoo parlors and piercing shops; bakeries; dry cleaners; cinemas; business agencies; newsstands; gyms; veterinary practices; opticians; internet cafes;
  • Proceedings related to the operation of hospitality and hospitality businesses (hotels, motels, holiday villages, youth hostels, B&Bs, agritourism, tourist villages, guest houses, campsites, holiday apartments, retirement homes, residential communities, beach resorts) and business activities in general;
  • Management of procedures relating to extraordinary promotional and below-cost sales;
  • Management of procedures related to notifications of commencement of activity (SCIA);
  • Release of Single Environmental Authorization;
  • Issuing of outdoor seating permit;
  • Management of the opening and closing hours and/or shifts of commercial and public establishments;
