The General Secretariat is the office responsible for managing relations between the Administration and all municipal services; it also supports the institutional bodies, namely the City Council. It manages communications with the Administrators and Councilors. It is responsible for preparing the minutes of the Council and Executive Board resolutions; for the registration of documents; for access to documents, it oversees the City Council's records of Executive Board and Council resolutions; and for maintaining the regulations of the Municipal Offices. It is responsible for:
- Convening meetings of institutional bodies and preparing the related agendas;
- Assistance in the work of the institutional bodies (Board and Council) and related minutes, as well as coordination of the documentation required for the work;
- Verification of compliance with regulatory provisions on applications submitted by municipal councilors;
- Maintaining and updating the "registers - archives" of administrative documents, ensuring the issuing of copies and the transmission of documents to the various interested sectors;
- Management of deliberative acts;
- Publication of resolutions and decisions;
- Support and coordination of the preliminary investigation of administrative documents, verifying the correct preparation of documentation; monitoring of resolution proposals formulated by the various sectors;
- Municipal Commissions: preparation of appointment documents, renewals, subrogations, convocations and collection of minutes;
- Operational support to the Municipal Secretary for the coordination of Municipal Offices and professional training functions;
- Legislative documentation activities;
- Daily press collection and maintenance;
- Guarantee of the right of access;
- Management and collection of decisions from Service Managers and their publication;
- Issuing copies of resolutions and regulations to citizens;
- Archiving of documents: archive maintenance and research and documentation activities;
