How PEC works
Certified e-mail (also known as PEC) was created with the aim of transferring the concept of registered mail with return receipt to the digital world, with clear advantages in terms of speed of delivery compared to traditional mail.
Compared to standard email, certified email (PEC) guarantees the security and certification of transmission.
Legal validity is ensured by the sender's and recipient's certified email managers, who certify:
- the date and time the message was sent by the sender;
- the date and time the message was delivered to the recipient;
- the integrity of the message and any attachments in the transmission process from sender to recipient.
Certified mail providers also notify the sender and recipient of any anomalies that occur during transmission. This notification is legally valid only if both the sender and recipient use certified email.
Sending from a non-certified email address is equivalent to sending a traditional mail order: it is therefore not possible to have legally valid proof of the accuracy of the transmission.
In what format is it advisable to send documents?
It is recommended that you submit documents in PDF or PDF/A format.
Applications (main document) submitted via certified email (PEC) must be sent using the following methods:
- signed with a digital signature or qualified electronic signature;
- attaching a scan (PDF or PDF/A format) of the signed application and a scan (PDF or PDF/A format) of the identity document of the person submitting the application
